Investor Warren Buffett proposed a solution to the nation’s borrowing issue more than a decade ago. "I could end the deficit in five minutes,” he told CNBC’s Becky Quick in a 2011 interview. “You just pass a law that says that any time there's a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election.”

I like it, now go for a double play, add in in any year congress/ senate do not pass budget on time they are not subject to re election. No continuing resolution, bandaids.. that is congress main job. The budget.
Triple play..all amendments to bills must directly relate to a change in the original bill.
So single issue bills.
